Picture an Earth very much like our own: cell-phones, cars, laptop computers, monorail bullet trains, modern cities with tall skyscrapers, all the beautiful sights Earth has and the dangers that are not so beautiful, with advancements in space exploration and many other scientific areas. For one, there are many countries this world has that ours doesn’t: Kaznia (a Balkan Country), Themyscira (the home of the Amazons), Atlantis (a kingdom at the bottom of the ocean), Skartaris (a kingdom in the center of the Earth supported by a red sun) and Chong-Mai (an Asian country between China and North Korea) to name a few. There are also many cities across the United States and the world that are we wouldn’t recognize in our own, such as Metropolis, Gotham City, Blüdhaven, Star City, Dakota City, and Gorilla City (which is the home of an evolved and highly intelligent species of primates). For the most part the natives of these places are just like normal humans (except Themyscira and Gorilla City), and the people are meant to be seen as such. It’s when you dig deeper into this universe that you see how different some particular individuals are.

Because this is a world of superheroes. Beings called “metahumans” by some that are born with or given extraordinary powers through various accidents or experiments. These people can fly, run faster than the speed of light, able to punch holes into buildings, or even move things just with the power of thought. There is also magic in this world of all sorts, sorcery, black magic, pits that have been known to restore a human’s youth or return them from the dead, and even blood magic that uses human sacrifice. It is a world where almost anything is possible and many of these fantastical beings have chosen to use their abilities to fight crime and protect those who do not have the power to protect themselves. The Justice League is a large and growing ever larger organization that monitors disasters and threats all over the world and dispatches these heroes from their Watchtower station orbiting Earth to stop them or minimize the damage as much as they can. And not all of these heroes are even human or from Earth. Some of them such as Martian Manhunter and Hawkgirl have traveled from their own home planets to come to Earth and have dedicated their lives to protecting it, but the “alien” that is known by people all over the world most of all is Superman, son of Krypton.

Take a planet in a solar system hundreds of light years away from ours. It is an advanced society, with an advanced people, orbiting a red sun: Krypton. But the planet’s core was unstable to the point that Krypton was sure to self-destruct at any time, and it did. Not only was Krypton reduced to asteroids and debris, but the nearby planet of Argo was pushed out of its normal orbit, causing massive upheaval of its geological state to the point Argo became unlivable as well. Still, some people tried to save themselves, sending out distress signals and cryogenically freezing many of the people to preserve them until help could arrive. For most it would be much too late.

Superman, also known as Kal-El, managed to escape Krypton because his father sent him in a ship as a baby all the way to Earth. He was adopted by an American family and eventually became a hero as Earth’s yellow sun affected the cells of his body in a way that the red sun of Krypton never could, giving him superior strength, speed, flight, and several other abilities. It was not until Superman himself returned to ground zero of Krypton’s destruction that he found this distress signal from Argo and went to investigate. He discovered a teenage girl as the sole survivor, Kara In-Ze. He took her home to Earth and Kara eventually joined him in fighting crime, taking on the mantle of Supergirl.

But even though Superman, Supergirl, and all of these other heroes used their powers to do good, it did not stop the fear that many had about what damage they could cause if they decided to do otherwise. This fear and paranoia became even worse after Darkseid, a tyrant from another planet called Apokolips, kidnapped Superman, brainwashing him into believing he was his son and then sent him to subjugate the people of Earth. A trust was broken then and the United States government became very set on making sure they were never taken unawares or put in such a vulnerable position like that again. That is where Project Cadmus comes in.

Cadmus is a secret department of the United States government focused on not only discovering ways to put down metahumans if they go rogue, but also in recruiting their own superheroes to do it. It is not a new department (although it has gone by many names in its existence), as had been secretly spying on metahumans, aliens, and mutants for decades (even kidnapped young metahumans teenagers to train them for the government), but their status in the government got a huge boost after Darkseid’s attempted invasion. They were especially focused on monitoring members of the Justice League after it formed, as they were known as the strongest of the metahumans and then the League continued to grow to the point that it was a huge base of super humans orbiting the Earth with no government oversight. Amanda Waller, General Eiling, Dr. Emil Hamilton, and others were the committee making most of the coordinated decisions between Cadmus and other branches of the government, but Waller was the primary head of Project Cadmus itself. LexCorp was one of the leading financial contributors to Cadmus, but the flaw in that was that the CEO, Lex Luthor himself, was a known criminal and also extremely manipulative in trying to push his own agenda against metahumans (particularly Superman). The government believed they were able to keep Lex Luthor’s more megalomaniacal leanings in check through close contact (which was most certainly not true and Luthor would play them for fools on more than one occasion.)

When Cadmus realized that just having metahumans (and former villains) working for them would not be enough they decided that they needed to make their own. They started with genetic experimentations, taking genes and powers they found useful and trying to build their own heroes, only this was a repeated failure for years. And even after it became a success, the metahumans created by this process were faulty, their cells eventually deteriorating and causing personality breaks, instability, and eventually death. They had to keep remaking them just so it would keep up the façade that these man-made heroes weren’t dying. So they made sure to have other methods of making superheroes in progress at the same time, one of them being cloning and another being mind control.

Not all of their cloning attempts, as headed by Dr. Emil Hamilton, were successful and none of them produced the exact same results. Doomsday was a clone of Superman with additional enhancements and alterations to his DNA so that he would be “superior” to Superman in every way, but Cadmus took it one step further in brainwashing him with repeated forms of humiliation through virtual reality simulations to make him hate Superman. He carried so much rage in him that he would stop at nothing as long as it meant that he could destroy the “Man of Steel.” Too late they realized this could go very wrong for them in turn and their other attempt at cloning was much more “successful” by their standards. They used stolen DNA from Supergirl to create an identical clone of her, Galatea, who they also indoctrinated into their anti-Superhuman agenda.

The very tense situation between Cadmus, the U.S. government, and the Justice League was made worse when the information about the Justice Lords (a version of the League’s original members from a parallel universe), was leaked and it was found out that it all started with the Superman of that world killing President Lex Luthor and then the Lords turning the world into a dictatorship (which is not what truly started it, as Luthor killed The Flash first, but Cadmus focused on the fact that Superman killed Lex Luthor). They saw this information and fully believed that if one Superman could do this, than any Superman could be pushed into that position and so none could ever be trusted. And then the Thanagarians invaded and the world found out that Hawkgirl had been a spy for her army the entire time, fracturing the trust between the League and the people. It all became very precarious and will eventually lead to an explosion of conflict.

The average human might have conflicting views about superhumans because in many cases they are the ones saving the day and protecting civilians from natural disasters and alien invasions alike. At the same time, several incidents have made it look like superheroes are not as benevolent and purely helpful as they are trying to appear. Because of the technology of the day, the media gets a hold of any leaked information very fast and can spread it (and whatever specific message they have to go with it) around in a matter of minutes so even small incidents can be made out to look like PR disasters. Despite what happened with Darkseid, many Americans still see Superman as a defender of Justice and Right, but it took him years of building back that trust. Not everyone has forgotten nor forgiven. But in the case of other heroes, the people down right love them, such as how The Flash is so beloved in Central City that in the future they’ll even build a museum in his honor. But the Flash’s experiences are not the same for all metahumans or superheroes, especially for the lesser known ones.

Appearance: Picture here. Galatea is blonde with blue eyes and her hair is cut into a bob around her chin. She’s not the tallest girl around, but at 5’7”/5’8” she’s tall enough. And she tends to wear heels so she looks even taller. Her clothes tend to be skintight and just a little on the side of revealing.

Abilities:
As a clone of Supergirl aged to her prime, Galatea has all the abilities that she could have potentially gotten. She has super strength (semi-trucks? small buildings? Nothing to her), super speed (not as fast as the speed of light, but well beyond the speed of sound), super hearing, and she has super healing (hours/days what might take a normal human a few weeks/months). She is nearly invulnerable, but things like very large explosions or high voltage electrocution can still hurt her. She is also weak to kryptonite, the given weakness for Kryptonians and Argonians alike. She also has a very high level of stamina and endurance (which means she doesn’t get tired easily or need as much sleep, part of why she dislikes boredom). Her vision goes from normal to x-ray to microscopic to heat/laser beams whenever she wants. And the flying, too. Gravity means so little to her. She also has a psychic link to the Supergirl of her world, but it’s been jammed currently for the sake of keeping Supergirl out of her head and vice versa.

All of her powers are based on how the cells of her body process the energy from a yellow sun. Going without exposure to direct yellow sunlight will eventually lead to her powers fading away and she’ll become like a normal human. The rays of a red sun make it happen even faster.

Inventory: Her white uniform and boots, a gold belt, white gloves, and a micro-remote that was attached to her brow as a means of controlling the mindless Ultimen army.

Suite: Fire Sector suits Galatea the best due to her feisty attitude and short temper. She also doesn’t really like people, so she can be very aloof and doesn’t care much for their opinions. At the same time, the number of gangs would amuse her because she would be able to find people to fight just for the hell of it. A three floor suite would be nice if possible so she won’t feel as enclosed and restricted. She likes having space to move around.

Boring. That was the word of the day. And the word of the day for the last week. Tea had been trapped in the training lab repeatedly, forced to put up with mundane tests and exercises for hours and all she really wanted was to be able to punch something—or someone—until it broke. She would have been bored to tears if she ever cared enough to shed any.

“How long is this going to take, Doc?” There were several “docs,” but they all knew who she was talking to. The only one of them she gave a damn about—and the only one of them she could put up with for more than ten minutes, although she was sure the feeling was mutual. She tilted her head toward the observation deck from where she stood on the lowered platform, easily lifting the two-ton weights inside the reinforced container. She’d been holding them for half an hour already.

“Just a little longer, Galatea,” Hamilton always sounded so pacifying when he spoke to her and said her name that way. As if he knew just how hard it was for her to stand still like that, but orders were orders and they both knew they had to follow through. The sympathy was nice even if it wasn’t what she wanted.

She huffed, rolling her eyes even though no one could see her beneath the bulk of the huge container. “You say that, but we already know I can handle much more. I’ve been healed for weeks now.”

There was silence from Hamilton, but she could hear them puttering around up there. The glass wasn’t as sound proof as they would like to think. Better for her.

“We need to make sure that the enhancement process didn’t negatively affect your muscle mass and dexterity. We wouldn’t want you to get sudden cramps or spasms as a side effect.” Calm as always, he was. Sometimes it drove her nuts. Did he always have to be the voice of reason? Did he always have to be right? Must be a dad thing. Not that she called him that to his face often—ever. Maybe someday if she was feeling like giving him a heart attack.

“If we’re really trying to test my limits, then this sure isn’t it.” To prove her point she does a quick overhead press of the weight before shoving them upward, watching it shoot into the air as if they were a pillow and fall back down like a rock. With a quick flex she strikes out, punching in the freight-sized container and watching as it scrunched up like an accordion and ricocheted into the wall with a loud screeeeeee—BOOM. Oh hey, she could see into the room across the hall now.

There was a flurry of activity upstairs, voices shouting, and she knew the lab-coat rats were getting worked up, probably calling Waller already to talk about the damages. She shook her hand and then looked up. Hamilton was watching her with this look on his face and she almost stood straighter, less sure of herself. But she wouldn’t let him see that.

“We will proceed to the next training regimen. I’m sure you’ve missed the simulator.” She smirked and could have sworn his lips twitched in response.

“Just what I’ve been waiting to hear,” she said and then flexed her hands again, releasing the tension from them. She noticed something out of the corner of her eye and looked down. Damn, she frowned. She chipped her new nail polish. Guess she would have to remember to bring her gloves next time.

[She cuts on the video because she can. She has nothing to hide and is too pissed off to care. Still, the smile on her face is somewhat sweet, if you miss the part where she’s trying to not grind her teeth.]

Well, well. I do declare that this has to be the strangest place I’ve ever been shipped off to. You know…if I was used to getting transported to other dimensions. But a giant turtle. Now that’s keeping it original.

[The smile is starting to crack even more along the edges, showing just how annoyed she is with all of this. She woke up with no powers, no crashed Watchtower for her to dance over, and is just generally not in the best of moods.] Now we’re here for something and the blue man crew who brought me here weren’t all that chatty. Tell me who the hell I have to punch to get this over with so I can leave this garbage bin. Otherwise, I might just have to pick whoever has the most punch-able face.
